President Zelenskyy signs law on shutting down Gambling Commission and strengthening Government control over online casinos

President of Ukraine Volodymyr Zelenskyy has signed bill No. 9256-d. It provides for the liquidation of the Commission for Regulation of Gambling and Lotteries (Gambling Commission, CRGL).

This is stated in the card of bill No. 9256-d.

According to the document, instead of the Gambling Commission, a new authorized body without collegial status should be created by April 1, 2025. They should also determine the ministry that will form policy in the field of gambling and lotteries.

In addition, the bill includes restrictions on gambling in Ukraine, in particular:

  • definition of additional tools to limit visits to gambling establishments and participation in gambling for potentially vulnerable categories of the population for the period of martial law;
  • improvement of tools for controlling the gambling business (control purchases, Internet monitoring);
  • establishing additional criteria for the cancellation of licenses, improving the requirements for impeccable business reputation of officials of gambling organizers, establishing requirements for providers of gambling services.

The document also prohibits advertising of gambling. Exceptions are advertising on television and radio at night, in media for people over 21 years old, on platforms and in search engines with a target audience over 21 years old.
